Why suffocation warning bags?

Amazon requires any poly bag with an opening of 5" or larger to carry a printed suffocation warning in a legible print size — unprinted bags get flagged at FBA receiving, and stickering bags one by one costs more than buying them pre-printed. Do bags under 5" need the warning? Amazon's rule applies at 5" openings and larger, but many sellers standardize on printed bags across all sizes so nothing gets flagged.
